It depends. I remember in OWA when it was still a weekly e-fed, I would highly prefer to do just talking instead of setting up scenes. I would rarely have scene promos, and if I did they felt like a bitch to make. But in a bi-weekly efed (with promo limits), I could actually take my time with the promo and write it however I want, which mostly includes a scene in it. I prefer writing with a scene, but I also love just straight up addressing my opponents... I guess in conclusion, it doesn't matter to me, it just depends on what timeframe/limit I'm given. Who knows what I'll do with Claudia, I'll find out when it's time to promo.
I also want to add that for people like Claudia who is a wrestler in her bones and a trash talker, straight talking makes more sense unless there's a point in the scene.. Roxy however since she has a certain gimmick (spoiled brat, dollhouse member, merch-selling) it fleshes out more with scenes.
